| Aside from Presidential Decree 374, there is a Regalian Doctrine that the government has the right to at least half of any treasure that can be excavated from a private land. |

| With the regalian doctrine, that technically covers just about anything a commercial (for coin hobbyists) metal detector can, by luck, come up with?  |

Yes it the state owns all and in part public and private.
Nice that Philippines can get other material offshore with in its boundaries in contenintal shelf.
